LS, 1853 Mar. 7, London, to Francis B. Ogden.

Ogden was appointed U.S. consul at Liverpool in 1830 and in 1840 was transferred to Bristol, but through some misunderstanding assumed he was to be sent to Manchester and moved there instead before his commission arrived. This letter from Ingersoll transmits a message from the State Department saying that the president has no power to grant him relief for the error.
